Data centers in Russia are required to report data on cryptocurrency mining

On July 30, a law came into force in Russia, according to which data centers, mining farms and other operators of infrastructure for the extraction of digital assets are required to transfer data on cryptocurrency miners.

The Russian authorities legalized the mining of bitcoins and other coins in 2024 and created a register of enterprises engaged in mining virtual currencies. However, by June 2025, only 30% of organizations and residents of the country mining digital assets came out of the shadows, so officials decided to strengthen control measures over the industry.

From July 30, infrastructure operators will be forced to report information about their clients using cryptocurrency mining equipment to the Federal Tax Service (FTS). This will make it easier for the agency to track miners’ activity and identify violators not registered in the registry.

The information that will be transferred to the Federal Tax Service will include:

  • Passport or registration data;
  • Name and amount of mined cryptocurrency;
  • Information on energy consumption;
  • Details of contracts.

Institutions that fail to submit information on time or incompletely will be fined ₽40,000 and excluded from the list of miners, thus prohibiting them from mining digital assets. For illegal mining cryptocurrency There is no liability provided for yet, but employees of the Ministry of Digital Development have proposed introducing a fine of up to ₽200,000 for individuals and up to ₽2 million for legal entities for this violation.
